Grace Billings Anderson

Grace Billings Anderson, age 101, passed peacefully to her heavenly home on Sunday, February 10, 2019, at her home at Colonial Hill Retirement Center. She was born in Valle Crucis, NC on September 8, 1917 to her parents Aud and Mary Ann Church Billings. Her family later moved to Roan Mountain, and then to Johnson City, where she attended Junior High in the 9th grade. She graduated from Science Hill High School in 1935. Grace was a member of Munsey Memorial United Methodist Church and the Solon Gentry Sunday School Class. She was a charter member of the Shady Oaks Garden Club and a former member of the Johnson City Country Club where she was ladies golf champion for 9 years. She was an avid bridge player and had knowledge of the game that many envied. Grace especially loved knitting caps for the newborn babies at the Johnson City Medical Center. She was preceded in death by her husband, W. Randolph Anderson in 1997, her sisters, Faye Billings and Lillian Creech and her brothers Donald Billings and William Billings. She is survived by her niece Theresa Billings, Johnson City and her great nephew, Lt. Col. Rich Martin USMC and his wife Amy of Newport, RI as well as special friends, Caroline Lockett and Gladys Cantler. Special thanks to the staff of Colonial Hills Retirement Center, Ballad Hospice and Judy Ingala, Staff Parish Nurse of Munsey Memorial United Methodist Church, who cared for Grace with love and concern so she might live her last days with dignity and peace. Funeral services will be in the Sanctuary of Munsey Memorial United Methodist Church on Thursday, February 14th with Rev. Michael Lester and Rev. Patty Muse officiating. Visitation will be prior to the service from 1:00 to 2:00 with the funeral service to follow at 2. Music will be provided by Ann O’Quinn, Lucille Hart and Bob Cantler. Active pallbearers will be Lt. Col. Rich Martin, Dr. Roberts Bradford, Sr., Adam Crouch, Al DiGrigorio, Bob Cantler and Steve Fox. Honorary pallbearers are Sam Hendrickson, Ted Bradford, Roberts Bradford, Jr., Dr. Allan Bradford, Wayne Wilcox and the members of the Solon Gentry Sunday School Class. SIGNAL MOUNTAIN - Dean Austin Holland, 93, of Signal Mountain, TN passed away on February 9, 2019. She was born on January 3, 1926 in Johnson City, TN to the late Howard and Mary Austin. She was a member of Signal Mountain Presbyterian Church. Dean graduated from Science Hill High School and attended nursing school at Knoxville General Hospital. She was a member of the Cadet Nursing Corps and worked at Memorial Hospital for 25 years and was also the night administrator, until she retired in 1992. She will forever be remembered as a wonderful and devoted mother and grandmother “Mimi.” In addition to her mother and father, she is preceded in death by her daughter Carla Holland, and her siblings. She leaves behind to cherish her memory her children: Jeff Holland and Kim Griffin (Mike) and grandchildren: Julia Griffin and Graham Griffin. The family will have a memorial service to be held at a later date. In lieu of flowers, the family requests that donations be made to the Alzheimer’s Association located at 225 N. ORMOND BEACH, FL - Funeral service for Connie Sue Barnes, 65, Ormond Beach who passed away February 9, 2019 will be held Wednesday at 12:00 noon at Faith Baptist Church, 497 Flomich St Holly Hill with Rev. Johnny Pruitt officiating. Friends wishing to call and pay their respects may do so Wednesday from 11:00 until service time at the church. Interment will be at 2:00 pm at Cape Canaveral National Cemetery, Mims, FL. Mrs. Barnes was born in Johnson City, Tennessee and moved to this area in 2008 from there. She was a Hospice nurse, a member of Faith Baptist Church and enjoyed arts and crafts and jewelry making. She loved her family and grandchildren. She was predeceased by her parents, Everette B. and June Jeanette Fisher and siblings Randy W. Goodroe, Joseph Ben Fisher and Benjamin E. Fisher. Survivors include her husband, Ronnie Dale Barnes; children, Jason B. and wife Shirleann Fisher, and Kathie L. Pratt; sister, Carolyn J. Brown; brothers, Charlie Goodroe and wife Betty, Robert L. Fisher and wife Nora and Mickey E. With documentary set to debut, Gordon looks back at biggest rivalries

It was the rivalry that defined an era of NASCAR racing and helped make Jeff Gordon one of the biggest stars in sports. The 60-minute documentary "Unrivaled: Earnhardt vs. Gordon" is set to debut Thursday on Fox Sports 1 at 10 p.m. It's one of many notable rivalries during Gordon's career. While there were heated moments with Tony Stewart, Matt Kenseth, Brad Keselowski, Clint Bowyer, Jeff Burton and others, the four-time champion said that three rivalries truly stood out during his Hall of Fame career which produced 93 Cup Series wins. For Gordon, his three biggest rivalries were against Earnhardt, Rusty Wallace and his teammate Jimmie Johnson. Dale Earnhardt The upbringing of Earnhardt and Gordon couldn't be more different. Earnhardt was a second-generation NASCAR driver from North Carolina, who honed his skills on the rough-and-tumble Southern short tracks. He came from the old-school era when drivers worked on their own cars and he made his mark, battling against the sport's greats like Richard Petty, Cale Yarborough and Bobby Allison. Gordon came from California, first making his name racing open-wheel sprint cars on ESPN's "Thursday Night Thunder." While he lacked the mechanical experience, he was well versed behind the wheel, starting racing at age four and racing sprint cars by the time he was 13. Still, the NASCAR crowd wondered why Gordon, who had only been racing stock cars less than five years, was given a top ride in the Cup Series at such an early age. "I was more of an outsider," Gordon said recently at the National Motorsports Press Association convention. "They were like, 'Who is this young punk with a bad mustache and haircut? He's not one of us.' It seemed to spark the rivalry between Dale Earnhardt Sr. and myself." Earnhardt was an established five-time champion by the time Gordon entered the Cup Series in 1992. The next two seasons, Earnhardt won his sixth and seventh Cup Series titles, only to see Gordon win championships in 1995, '97 and '98. They continued to battle on the track until Earnhardt's death in 2001. The rivalry encompassed much more than the drivers. Old-school fans were drawn to Earnhardt's black No. 3 Chevrolet, his story of working on his North Carolina farm, and his reputation as "The Intimidator." Younger fans were drawn to the brightly-colored No. 24 Chevrolet that Gordon drove and how he brought a whole new attitude to NASCAR. "I realize how important Senior was during that time when I got to go head-to-head with one of the all-time greats," Gordon said. "The things he did in the media wasn't my favorite. Now, I'm like, 'Why didn't I embrace the rivalry more?' I was so afraid I wasn't going to be able to back it up on the track. "The real rivalry with Dale Earnhardt Sr. was how he poked me, the way he drove as the Intimidator and he was such a legend going for (championship) No. 8. That made it so recognizable." Rusty Wallace The Earnhardt rivalry was the biggest for the fans, but Gordon’s most intense rivalry was with Rusty Wallace. Gordon and Wallace became the drivers to beat on the short tracks and road courses for nearly a decade and it led to some high-profile incidents. The term "bump-and-run" was created after Gordon moved Wallace out of the way to win the 1995 Food City 500 at Bristol. Gordon used the move again to win the August Night Race in 2002, while Wallace retaliated by wrecking Gordon at Richmond. While the drivers truly didn't like each other back then, they've become friends in the years since. "I wouldn't call it hatred, that's too strong a word, but there were some hard feelings with me and Rusty," Gordon said. "I bumped him out of the way a couple of times and then he wrecked me. I finally got him to admit it. We laugh about it now and we have a common respect. "We've gone out to the desert three times and have raced in the sand dunes, no trophy on the line, but pride on the line, and I love passing him every chance I get. This last time, I couldn't pass him and I saw he was really happy about that, throwing the sand in my face. We have fun now, but we didn't have much fun at the time." Beyond the way they raced each other, Gordon believes there is another reason while the rivalry with Wallace was so heated. "When I came in and Earnhardt won his final championship in '94, I think Rusty was thinking '95, '96, '97, watch out world because I'm going to take over. I was kind of a road block to him." Jimmie Johnson Gordon found his own road block with Jimmie Johnson, who he helped bring to Hendrick Motorsports as a teammate. After Gordon won his fourth and final championship in 2001, the Johnson era soon began. Johnson went on to tie Richard Petty and Earnhardt with seven championships, while Gordon didn’t win as often the final years of his career. "He was my teammate and other than the first year we competed against each other, that was about the only time I got the best of him," Gordon said. "We should have gotten the championship in '07 and we just screwed it up. He came back and beat us and that ticked me off. It also motivated me." They had a few on-track scrapes, including one at Texas which put a strain on their friendship for a period of time. For Gordon, one of the best wins in his career was when he outdueled Johnson to move into third on NASCAR's all-time win list. "Even though we were friends, it turned into a pretty good rivalry," Gordon said. "It wasn't where we didn't like one another, although the Texas incident is well documented. I probably just got tired of him beating me. My win No. 85 in Atlanta was one of my favorites because I held him off. I mean that out of respect because he was driving the same equipment that I was driving and he's beating me. That didn't make me feel any better when I was getting beat."

Hickenbotham joins Tusculum optometry college's faculty

GREENEVILLE — Dr. Adam Hickenbotham, a 15-year eye care professional who holds two doctorate degrees and has served in academia, private practice and executive positions in private industry, has joined the leadership team of the Niswonger College of Optometry at Tusculum University, according to a press release from the university.  Hickenbotham was a founding faculty member and assistant dean for research and chief of surgery at the college. He also serves as director of institutional research for Tusculum’s College of Health Sciences.  “Adding Dr. Hickenbotham, who is well-versed in the most up-to-date methods of practice for the optometric profession is another feather in our cap,” Dr. Andrew Buzzelli, the optometry school’s founding dean and executive vice president of the College of Health Sciences, said. “We are focused on developing the premier college of optometry in the nation, one that will lead in research and serve as a model for patient care. Dr. Hickenbotham will play a vital role in accomplishing our goals.” The college has some ambitious plans for the future, including sending students out into the field at clinics all across the region. Tusculum is projecting to enroll the first class of 70 students in the four-year program in fall 2020 as it continues the accreditation process.  “As we proceed toward establishing the Niswonger College of Optometry, Tusculum will have an opportunity to transform medical eye care in the region in partnership with other providers,” Hickenbotham said. “At the Niswonger College of Optometry, we are seeking to transform the training of optometric physicians to align ourselves with the extensive medical training provided by allopathic and osteopathic schools. Near flawless Indians among the 2018-19 standouts

It’s a wrap for the 2018-19 basketball regular season, so here’s a look at some things that stood out along the way. NEARLY FLAWLESS When postseason play rolls around, out-of-state losses generally add little to the picture of a team’s resume. And Dobyns-Bennett was one point away from a perfect regular season against in-state opponents. The Indians took a one-point loss against Tennessee High on Jan. 11, but responded with a 20-point whipping on Feb. 5. Overall, the Indians were 24-1 against in-state foes. RISING FORCE Johnson County was expected to be good this season, but not to a level of being undefeated since the calendar turned to December. And who projected Blake Atwood as a Mr. Basketball finalist back in November? He helped the Longhorns win 19 straight games and earn a share of the Three Rivers Conference title. MANASSAS MYSTERY For folks who follow the state rankings closely, they might wonder why Memphis Manassas didn’t get ranked in Class A boys. The Tigers won District 15 and were 24-3 overall. Two of their losses were against Booker T. Washington, but they avenged those defeats with a 90-68 win in the most recent meeting. And on Saturday, they clubbed No. 9-ranked Westwood 70-55 for the Class A Memphis city championship. The reason for what seemed like a snubbing was the Associated Press didn’t include the ability to select Manassas on the voting website. The mistake was pointed out earlier in the season, and again over the past couple of weeks, but the Associated Press did not make a correction. So poll voters simply did not have the opportunity to vote for the Tigers — who probably should have been in the No. 5 or No. 6 range. UNSTEADY FOOTING 
It was as uneven a season as Science Hill has endured in 35 years. The Hilltoppers won three and lost three to start things out, and never had more than three wins or three losses in a row all season. They closed the regular season with seven losses in 11 games and need a remarkable turnaround to avoid a losing season. CYCLONES CONQUER THE HILL Elizabethton usually plays Science Hill tough, but the Hilltoppers get more than their share of wins. That wasn’t the case this year as the Cyclones pulled off a sweep of the Hilltoppers with a pair of tight victories. Beating Science Hill in football makes Elizabethton 3-0 going into baseball season next month. Can the Cyclones make it an all-sports grand slam with a fourth win on April 29? BEST COMBO Ryan Bledsoe and Harper Russell kept Cherokee’s boys and girls in the mix throughout the season. Bledsoe averaged 17 points per game while Russell paced the girls with 20 per contest. Bledsoe helped the Chiefs upset Tennessee High, which allowed them to earn the No. 5 seed over David Crockett. Russell helped the girls win 17 games, and the Lady Chiefs will be at home in an attempt to reach the regional tournament. DOUBLE YOUR FUN Happy Valley’s Bryce Carter was the area’s only boys player to average a double-double this season. He scored 15 points and grabbed 10 boards per contest. On the girls side, University High’s Mauri Johnson, Science Hill’s Alasia Smith, Dobyns-Bennett’s Courtney Whitson, and Elizabethton’s Kayla Shell were members of the exclusive club. FREE THROW FRENZY Sullivan East had five players who averaged 73 percent or better on free throws: Dylan Bartley, Dustin Bartley, Adam Davison, Trey Lowe and Mason Johnson. This is evidence of a team that takes the sometimes lost art seriously. FOUL LINE MASTER Elizabethton’s Torrie Roberts had the highest free throw percentage among qualifying players. She ripped the nets for 86.2 percent this season, edging Johnson County’s Blake Atwood (85 percent). DEFLECTING INTENTIONS Elizabethton’s Bryson Rollins and Science Hill’s Alasia Smith were two of the area’s best at getting a hand on the basketball when the other team had possession. And most times, deflections equal turnovers. BACK ON THE MAP University High enjoyed its best regular season in many years, racking up 22 wins and capturing the Watauga Valley Conference title. Kaleb Meredith helped the Buccaneers elevate to the area’s best Class A team. COURTNEY WHITSON It was fun to watch the Lady Indians’ standout this season. She scored a ton of points without being selfish. She seemed most interested in scoring when the game was hanging in the balance, and willing to defer to teammates when things were going smoothly. The TSSAA snubbed her for the Miss Basketball honor roll, but she’s the type of kid who will take it in stride. ALASIA SMITH Still a junior, the Lady Hilltoppers’ standout has emerged as an all-category threat. Science Hill has won 18 straight games against in-state competition and Smith seems to get better each game. REBEL RISING Sullivan South’s girls weren’t making a lot of noise with eight losses heading into the new year. But behind the strong play of Alex Harris and Mollie Leslie, the Lady Rebels closed the regular season with nine wins in 11 games and moved all the way to the No. 2 seed for the District 1-AA tournament. HIGHLANDER HOPES Cloudland still needs to find a way to solve North Greene, but the Lady Highlanders hit high gear in mid-December. Since that point, they went 17-0 against all opponents not named North Greene, which beat Cloudland in a pair of tight battles. Lee Chase answers questions on work and retirement

Lee Chase has retired as the executive director of Dawn of Hope. The Johnson City resident has spent more than three decades at the nonprofit agency for those with intellectual and developmental disabilities, beginning as its vocational director in 1985. He has seen the organization, which recently marked its 50th anniversary, grow from a day program to one that also has employment and residential services. Fast Facts: Reading now: “John Sevier — Tennessee’s First Hero,” by Gordon Belt. Dog or cat person: “Dog, but I secretly like cats also.” Favorite dessert: “Cookies of any kind.” What's your fondest memory while serving as director of Dawn of Hope? Moving to the Stratton Building in 2002, which is such a great facility for the services Dawn of Hope provides. What was your greatest challenge in your role as director? Accepting service changes as directed by federal funding sources that specified that facility based services are no longer acceptable. While Dawn of Hope has always provided community inclusive services — the dictate that future services must be completely community based has led to a number of former service recipients deciding they would rather stay home than be in the community full time. The irony is that the state recently received recognition for their promotion of person-centered practices. Ironic because most of the families and service recipients “desire” facility-based services. If you had pursued a different career, what do you think it would have been? I grew up on a farm, and the love and cultivation of plants is one of my favorite hobbies — so a job that involves plants in some capacity. How are you spending your days now? A. Finally fixing all the things that broke the last 10 years. B. Cleaning my garage C. Really organizing my life What advice would you give to someone who is just embarking on his or her career? Have a passion for what you do, and pray for God’s wisdom and guidance for the decisions you have to make.

Sycamore Shoals to hold Overmountain Institute next month

ELIZABETHTON — In its continuing effort to portray frontier life in Tennessee in the 18th century, Sycamore Shoals State Historic Park will be unveiling a new program in March that has been named The Overmountain Institute. The intent of the new program is to give participants the chance to get a closer, more in-depth look at life on the 18th century frontier, with a focus on the Watauga Settlement. To accomplish this goal, the state park will be partnering with some of the region’s most skilled heritage interpreters, living historians and expert craftsmen. Their skills will be displayed through a series of demonstrations, workshops, seminars and hands-on activities. Through their presentations, it is hoped the audience will gain a deeper understanding and appreciation of the lives, hardships, and accomplishments of the early settlers and the Cherokee. The weekend activities kick off Friday, March 8, with an evening presentation titled “The Campaign to Kings Mountain,” presented by Steve Ricker, interpretive program director for the Overmountain Victory Trail Association. Ricker’s authentic appearance and unique delivery transports listeners back in time as he gives a first-person account of the journey of the Overmountain Men and their decisive victory at the Battle of Kings Mountain. Saturday, March 9, will be filled with six one-hour presentations on unique aspects of life in this area over two centuries ago. Sycamore Shoals often hosts these heritage interpreters, who present life on the 18th century frontier in such a way that participants cannot help but feel as if they have actually touched the past. Saturday’s presentations include the following: • “Nancy Ward – Beloved Woman of the Cherokee,” presented by Jackie Fisher, who serves as the park manager for David Crockett Birthplace State Park in Limestone. Fisher will portray the life of Ward, who played such a pivotal role in the relationships between the Cherokee and early settlers. Fisher will also demonstrate more about the role of women in 18th century Cherokee society. • “Medicinal plants and herbs” will be presented by Elizabeth and Michael Hardy. Elizabeth is an educator and Michael is an author and historian from Crossnore, N.C. The husband-and-wife team will share knowledge that the early settlers and natives possessed of the healing properties of native plants and herbs. • “Attakullakulla – Cherokee peace chief” will be presented by Robert K. Rambo. Attakullakulla, also known as the Little Carpenter, played such a pivotal role in Anglo-Cherokee negotiations. Rambo is from Cullowhee, N.C. • “A Frontier of Color,” will be presented by Carol Jarboe. Her first-person presentations are some of the best in the living history community. She can be found sharing a myriad of topics from indentured servants and laundry techniques to resurrectionists and 19th century British aristocracy. At this event, she will be instructing on natural dyeing with plants available to the area. • “Faith on the Frontier” will be presented by the Rev. John Frank Jarboe. He can usually be found portraying “Parson John,” an itinerant minister delivering the Sunday sermon at various weekend living history events. He will be sharing the importance of faith to the frontier people and the impact it had in the early settlement days. Frank and Carol Jarboe are from Woodburn, Ky. • “18th Century Blacksmithing” will be presented by Will Vogt. Perhaps no one was more important to a frontier settlement than the local blacksmith. Settlers depended on the smith to repair wagon parts and farm implements, fashion hardware, shoe horses and many other tasks. Vogt demonstrate his talents and talks about this essential member of the community. Vogt is from Limestone, and is the manager of Graysburg Forge. Sunday, March 10, may be the last day of the institute, but it will not be short of activities. The day will begin at 11 a.m. with a frontier worship service held in the confines of Fort Watauga and will be presented by the Rev. Jarboe. The rest of the day will be dedicated to ongoing demonstrations, displays, talks and presentations of daily aspects of colonial frontier life. Programs include, but are not limited to, 18th century music with a special presentation by the Watauga Valley Fife and Drum Corps, black powder manufacturing, candle making, 18th century beverages, firearms and weaponry, butter making, lard rendering, natural dyeing and much more. Budget Committee hears of big change in Carter County probation services

ELIZABETHTON — The Budget Committee of the Carter County Commission was only checking to see if the litigation tax was set at an appropriate rate to make sure users of the county courts was paying their fair amount. But the committee made the surprising discovery Monday night that one of the largest providers of probation supervision in the county has been ordered to shut down its operation. On Monday night, Patty Woodby, a member of the Budget Committee and administrative assistant to the Carter County Circuit Court Clerk’s Office, told the other committee members about the sudden closure of Crossroads, an organization that has provided probation and counseling services to the court system for decades. Woodby said the severance between the court and the probation service was ordered by a judge Friday. The order was to complete all current actions and turn in all files within 14 days. Woodby said Crossroads responded to the judicial order by immediately locking its doors and turning clients away. Woodby said the Crossroads probation services have been assumed by First Tennessee Human Resource Agency, with its Alternative Community Corrections programs and services. People from that organization began working the court Friday. Woodby said the clerk’s office is working to provide needed services to First Tennessee HRA during the transition. The Johnson City Press will follow this story and provide more information on changes for Crossroads probationers as it becomes available. On the Budget Committee’s consideration of raising the litigation tax and other court fees, Woodby said Carter County already has about the highest fees for speeding tickets. Woodby said Carter County speeding tickets now range from $240 to $265. She said an increase in litigation tax will mean $300 speeding tickets in Carter County. Using the courts for civil lawsuits is also expensive, Woodby told the committee. She said the cost of filing a civil lawsuit is $201.50.

Jonesborough gets clean audit, votes for restaurant's beer license

The town of Jonesborough’s annual audit was presented to the Board of Mayor and Aldermen on Monday and showed no findings and just a few recommendations to improve a few areas, including the town’s purchasing procedure. A representative from Blackburn, Childers & Stegall PLC accounting firm told the board the 2017-18 audit was the first time in several years there were no findings in the town’s financial documentation. The town’s net position as shown by the audit, which is a cumulative effect, was $35 million, up $500,000 from the previous fiscal year, CPA David Babb told the board.  To break that down into more understandable information, the town has approximately $6,400 per town resident in the town’s fund balance. By comparison, Johnson City’s per resident fund balance is approximately $5,200, Babb said. In terms of town debt, Babb said the per citizen debt was $1,100, compared to Johnson City’s per citizen debt of $1,400. “We’re doing well in that regard,” Babb said. “As of today, on this audit, we have zero findings, and that’s the first year we’ve had zero findings in several years. I think that’s something to be very happy about, and congratulations to everyone involved in management.” In other business, the BMA approved a beer license for Texas Burritos & More, located on Courthouse Square. Owners Mary and Roger Sipple applied for the license through the town and the state Alcoholic Beverage Commision in late January. The restaurant opened last year, but had to go through the approval process to serve beer. The board unanimously voted to approve the license with little discussion except to praise the new establishment. “It’s awesome, good food, a good place,” Alderman Stephen Callahan told Robert Sipple, who attended the meeting to answer any questions the board might have. ”Thank you for choosing Jonesborough,” Callahan said. The board also discussed a request from the Jonesborough Repertory Theater’s request to change the profit percentage the town takes from net proceeds. The JRT wanted the board to reduce the town’s 50 percent share of the net profit to 40 percent. The current agreement calls for the town to receive 50 percent, the JRT board to receive 25 percent and the artistic director to receive 25 percent of the net profit. For the fiscal year ending June 30, 2018, the JRT’s net profit was $108,213. The town’s part of that net profit was $54,107, but the town had $44,947 in expenses for the theater, giving the town a net profit of $9,160. With the proposed change by the JRT, the town would have lost money, approximately $1,662. Instead of cutting the town’s percentage take of the JRT profit, Mayor Chuck Vest proposed a $6,000 expenditure to the JRT to fund a part-time employee who has started in order to help maintain the increasing accounting due to the theater’s growth. Alderman Virginia Causey wanted to delay any action on the request until the board begins the budget process for 2019-20. “Why do it now?” Causey said, when the JRT wouldn’t get the $6,000 until the next fiscal budget. Alderman Terry Countermine said, “why not?” because it would show the JRT the town’s appreciation for what it brings to Jonesborough and give the theater the assurance of that $6,000 funding for the next fiscal year now. Town Administrator Bob Browning said it really didn’t matter whether the board voted Monday or later this year. “I think it’s a statement of support from the board,” Browning said. Part of Vest’s proposal also called for any revenue generated through the net profit of productions above what the town incurs for non-production expenses, up to $10,000, be paid to the JRT board. Anything above the $10,000 would be paid to the town. After further discussion, a motion was made from Callahan to cap payment to the JRT board to $5,000 instead of $10,000. That motion failed and the board went on to vote for Vest’s original motion. The vote was split 2-2, with Countermine and Vice Mayor Adam Dixon voting yes and Callahan and Causey voting no. Vest broke the tie, voting yes to pass the motion. Browning reminded the board that the current agreement with JRT will only remain in effect until the Jackson Theater is completed and begins productions there. Once that happens, the town and the JRT will have to hammer out a new agreement.

Erwin board approves expanded schedule for Great Outdoors Festival

ERWIN — Erwin’s Great Outdoors Festival is moving off Main Avenue to Union Street and Nolichucky Avenue and adding a Friday night kickoff to its traditional roster of Saturday activities. On Monday night, the Erwin Board of Mayor and Aldermen approved the 2019 festival’s schedule as Friday and Saturday, May 3 and 4. Organized by the RISE Erwin young professionals group to showcase the many outdoor recreational opportunities available in Unicoi County, the festival is now in its fourth year. Jamie Rice, member of RISE Erwin and community relations coordinator for the town, told the board the festival has grown and organizers are excited to be expanding it to Friday night. Rice said the festival’s focal point this year will move from Main Avenue to Union Street, where the music stage will be set up in the Mountain Commerce Bank parking lot and a smaller craft beer garden will be set up under a tent inside a fenced area in front of of Union Street Tap Room. For the Friday night kickoff, Rice said, the new Erwin Outdoors Supply shop set to open this spring will host “a hikers welcome,” with a chilli cookoff to begin around 5:30 or 6 p.m. Because the festival this year will tie in with the county’s annual Triple Threat triathlon of running, rowing or biking and obstacle course challenges, Nolichucky Avenue will also be closed for Saturday’s activities, beginning at 6:30 or 7 a.m. and ending at 5 p.m. The board approved the schedule and needed road closing by voice vote, with Alderman Michael Baker abstaining. Baker owns the Union Street Tap Room, which will provide beer for the festival’s beer garden. The board tabled its consideration of a $5,500 allocation for three electrical supply boxes to be installed on Unicoi Street for use by festival vendors. Town Recorder Glenn Rosenoff said the boxes were part of a larger plan for a six electrical boxes to be located on downtown side streets for festival vendors. Rosenoff said funding for three boxes is available in the town’s capital projects budget, but funding for all six boxes would be more difficult to provide. Vice Mayor Mark Lafever, who presided over Monday’s meeting in the absence of Mayor Doris Hensley, asked if it would be possible to fund wiring to the three remaining box locations at this time so that the boxes could be installed quickly at a later date. Town attorney Thomas Seeley Jr. suggested the matter be tabled until the board’s Feb. 25 meeting to allow Rosenoff time to research that cost. The board approved $4,750 change order to add an irrigation system to the grant-funded renovations currently underway at The Gathering Place park downtown. Rosenoff said the renovations include a large amount of landscaping that can be better maintained with a watering system. Rosenoff said funding for the system is also available in the town’s capital projects budget. The board also approved a $44,216 allocation from the town’s 2018 bond series loan for the purchase of a slope mower for the public works department. Rosenoff said the mower was requested for use on “extreme slope, intense labor” areas along the interstate and the new Linear Trail tunnel. Public record bills target 'harassing' requesters, 911 calls and more

Almost a dozen bills have been introduced during the 111th Tennessee General Assembly that, if passed, would affect the public’s ability to access certain government records.  Some of the legislative proposals would conceal records currently open to the public’s purview, such as names on traffic accident reports, while others expand the Tennessee Open Records Act to include information currently concealed by law.  The following is a brief explanation of five bills relating to public records:  HB0626/SB0590: Introduced by House Majority Leader Rep. William Lambert, R-Cottontown, this bill would penalize Tennesseans who use public records requests as a form of “harassment.”  Harassment, under Lambert’s proposal, would be defined as making three or more public record requests within one year where: • The requests were made in a manner that causes a reasonable person to be seriously abused, intimidated, threatened or harassed • The conduct of the person making the request was either abusive or intimidating. • The requests were not made in “good faith or for any legitimate purpose.” If a request is deemed “harassment,” the records custodian can petition a court to prevent the person from making record requests for one year. The court could also require the requester pay for all court costs and fees, as well as the costs associated with producing the public records. According to the Associated Press, Lambert filed this bill in response to the city of Gallatin receiving 130 public records requests in one year from a citizen. HB1107/SB1346: This bill would conceal information about people involved in traffic accidents from police reports. Sponsored by Rep. Jason Powell, D-Nashville, this bill would make personally identifying information of a driver, owner or passenger of a motor vehicle involved in a wreck confidential. The bill defines personal information as names, addresses, dates of birth, telephone numbers, driver’s license numbers and insurance information. Some of that information, like a person’s driver’s license number and insurance information, is already confidential. HB0335/SB0386: This proposal, led by Rep. Rick Tillis, R-Lewisburg, would narrow the Tennessee Open Records Act to conceal 911 calls, transmissions and recordings of emergency communications from being a public record. However, Tillis’ bill would allow a 911 call to be released with the written consent of the caller involved. In other states, recordings of 911 calls are open as a public record, although sometimes the calls can be withheld under certain exemptions, such as a law enforcement “investigatory” exemption, according to the Reports Committee for Freedom of the Press’ Open Government Guide. HB1265/SB0513: This bill, supported by the Tennessee Coalition for Open Government, would remove an exemption that conceals the names of businesses receiving tax credits for economic development, how much those credits are and whether those businesses are fulfilling the agreed-upon terms with the state. According to the Tennessean, the state awards $218 million a year in tax credits to encourage business relocation or expansion. However, the state has accumulated nearly $1.3 billion in unclaimed business credits. A similar bill, HB0370, would prohibit government payments, fees and other forms of financial benefits paid to private entities from being considered a “confidential trade secret” or “proprietary information” under the Open Records Act, unless the transaction falls under a specific state or federal exception. HB0086/SB0167: While the language of this bill is not yet finalized, Rep. Jason Zachary, R-Knoxville, intends to set up a review process for all of Tennessee’s 560-plus public record exemptions, which can be cited to keep certain records confidential, according to Tennessee Coalition for Open Government Executive Director Deborah Fisher.

"Black hands building the south:" William Turner discusses important role of Appalachia in black history

The experiences of people of color in Appalachia are often overlooked in many historical discussions about the region, which usually focus on the Scotch-Irish settlers who came to define understandings of contemporary mainstream Appalachian culture. But William Turner, a Kentucky Civil Rights Hall of Fame inductee and one of the first scholars and writers to thoroughly study and explore the important role of African-Americans in Appalachian studies, came to East Tennessee State University Monday to teach that Appalachian history isn’t “monochromatic.”   In his presentation “Blacks in Appalachia: Southern Appalachia and the Modern Civil Rights Movement,” Turner spoke of how integral Appalachian, or “Affrilachian” figures, were in the civil rights movement and in black history as a whole. He set out to teach about the “black hands building the South.”  “The academic gatekeepers always thought that there was nothing to know about black people in this region,” he said. “In fact, in the 1960s, someone wrote, ‘The number of negroes in this region is so small that their social consequences are of no significance.’”  But Turner said black Appalachians and others from the region played a huge role in the ongoing fight for racial equality since the days of slavery and early America. As Turner pointed out, Jonesborough was the home of “The Emancipator” — the first American abolitionist newspaper founded in 1820 by Elihu Embree. It was this publication that partly influenced Harriet Beecher Stowe’s “Uncle Tom’s Cabin,” as well as the writings and work of Frederick Douglass, who founded “The North Star.”  Turner’s presentation also touched on the places in which civil rights fighters like Martin Lither King Jr. and Rosa Parks came to learn more about activism — the Highlander Center in New Market.  “All of the civil rights leadership in that era led to one place, which is roughly two hours from here in New Market, Tennessee,” he said. “Everybody thinks, for example, that Rosa Parks — who I had the pleasure of taking a picture with a few times — that Ms. Rosa Parks just one day said, ‘I’m tired. I ain’t getting up out of my seat.’” But that’s not how it happened, Turner said. “They met at the Highlander Center — they rehearsed it,” he pointed out.  In the course of his presentation, Turner also touched on how the whitewashing of Appalachian civil rights history plays into mainstream understandings of black history as a whole. Turner even set out to correct some perceptions of black nationalism, which he said is different than white nationalism because it “never focuses on other people’s inferiority" — taking jabs at President Donald Trump’s State of the Union speech along the way.  “Nobody celebrates Malcolm X’s birthday. They go out here every January and have this ‘Disneyfication’ of Martin Luther King,” he said. “Actually, Martin Luther King was a lot more revolutionary than you think he was. In fact, he was going for the same kind of socialism in America that Donald Trump was talking about in his speech last Monday night.”  Turner’s presentation was part of a string of Black History Month events at ETSU and was sponsored by the ETSU Center for Appalachian Studies and Services. After his presentation at Reece Museum, Turner also participated in a Black and White dialogue event at Carver Recreation Center, where he accompanied Ron Carson, who spoke about his experiences growing up black in Pennington Gap, Virginia.

Poems, fine wines, songs and a 'thing called love'

“Love is not consolation. It is light — Friedrich Nietzsche Ah, sweet mystery of love, that wonderful feeling that transcends all time and has no boundaries or limits, and is likened unto one’s soul. It’s there, without explanation. This Thursday, we honor the life of the patron saint, St. Valentine, and set aside a day to celebrate love. But why do we set aside just one day when love should be celebrated and observed every day of every year? Love is for all times and for all eternity. We should liken love unto a birthday — celebrate the day — but celebrate the life, too. Surely, love and life are one in the same. Love is for families, spouses, children, grandchildren, sweethearts, lovers, partners and friends and must be shared. ‘Tis as Robert Browning said, “Take away love and our earth is a tomb.” Love should not be squandered or sequestered, but like the fruit of life itself — be squeezed — and experienced like a fine wine. In fact, love is a fine wine, but even lovelier when accompanied by music, candlelight, poetry and romantic sayings. Experiencing love without these absolutes is similar to experiencing a glorious sunrise from one’s basement. Ralph Waldo Emerson described love as “A delicious torment,” but it was Robert Frost who said, “Love is the irresistible desire to be irresistibly desired.” Everyone has that desire to be desired, to love and be loved. Love is the natural order of the human spirit, and “Once in a while, right in the middle of an ordinary life, love gives us a fairy tale.” In addition, sometimes love songs accompany those fairy tales. The ones we fell in love to. Remember? The ones whose melodies will last forever. Maybe it was the smooth silky voice of Lou Rawls singing, “You’ll Never Find Another Love Like Mine,” or Styx singing “Lady.” Then again, perhaps it was Waylon Jennings singing “Amanda,” Nat King Cole’s “Unforgettable” or even Queen’s “Crazy Little Thing Called Love.” The selections are endless, just like love. While Valentine’s Day may indeed be a time for Hallmark, florists and candy makers to celebrate their profits, love is much more than cards, roses and chocolates. Love is about the roses in your life and its sweet delectable tastes. Of course, there are times when those thorns from our roses seem to disregard love, and our chocolate tastes bitter. Yes, love can also hurt. We shed tears about love and question why. Nevertheless, we survive and go on to greater and higher loves. Jimmy Webb’s “MacArthur Park” always comes to mind during these moments. However, what about the mystery of love at first sight? Is it possible or is it infatuation, or just wishful thinking? While it’s a question worth pondering, and no doubt one very few people have an answer for, perhaps there is that possibility. Sure, we all write silly poems or sayings to those we love, thinking how eloquent they sound, even if they are silly. It doesn’t matter what’s written, as long as it comes from within. For those of you who are in love — congratulations, because life “is” grand. Nevertheless, for those of you waiting to fall in love, allow me the liberty to paraphrase D.H. Lawrence. “I am in love — and, my God, it is the greatest thing that can happen to a person. I tell you, find someone you can fall in love with. Do it. Let yourself fall in love. If you have not done so already, you are wasting your life.” And should you perchance encounter someone who has made a difference in your life — stop and say, “I love you” — and don’t forget to embrace them, too. Love is more than mere words. Love demands action. Love is meant to be shared, not in a carnal sense, but in a sense of want, need and desire. Love is for the young and old alike. Never outgrown or outdated. The Talmud says, “Where love is, no room is too small.” Is it possible there’s some madness to this mystery called love? Ah, perhaps it’s as Nietzsche said, “There is always some madness in love. But there is also some reason in madness.” Larry French lives in Butler. Say no to yes or no vote

Schools should be managed by professional educational administrators, not politicians whose concerns lie in re-election. The Tennessee General Assembly knew that in 1992 when it converted elected public school superintendents to appointed directors of schools as part of a sweeping reform act. But in the years since, lawmakers repeatedly have tried to roll back that common-sense approach in favor of a return to good-old-boy cronyism. Why? Armchair quarterbacks — backroom political brokers, parents and even teachers — with unsatisfied agendas often rally legislators to revert the state into politicized schooling. As Senior Reporter Robert Houk reported in Sunday’s edition, the latest attempt is from state Sen. Dolores Gresham, chairwoman of the Senate Education Committee, who proposes giving voters the ability to retain or reject their local director with a “yes or no” ballot. Washington County’s own Rep. Micah Van Huss, R-Jonesborough, told the Press last week he was carrying the bill in the House at Gresham’s request and would be “following her lead on this bill.” Your children deserve better than “following.” Partisanship, rabble-rousing and political whims are no way to operate schools. We have enough of those manipulations at the federal, state and local governing levels without sneaking them back into daily decision-making. Voters already have a significant voice at the ballot box in how schools are operated. They elect the Boards of Education tasked with appointing, evaluating and ultimately choosing whether to retain school directors. As Johnson City Board of Education member Kathy Hall put it, each school board is elected by the community to represent them on school matters. “The school superintendent is the only employee of the school board, and he or she should answer to it,” said Hall, who also serves as president of the Tennessee School Boards Association. At least one local lawmaker agrees. Sen. Jon Lundberg, R-Bristol, who also serves on the Senate’s Education Committee, thinks it best to leave the director’s employment in the hands of school board members. He said the current process has given local communities, particularly more rural counties, a wider field when it comes to finding and hiring the most qualified candidates for the job. On the other hand, Sen. Rusty Crowe, another Education Committee member, said he would like to see the retention vote used as an “evaluation tool” for school board members at contract time. Voters already have that tool on election day. In our experience, parents are not shy about holding school board members accountable when it comes to controversial or underperforming school leaders. Experience also tells us that these situations usually resolve themselves via self-selection. Directors often hit the road when major heat is applied. There’s good reason only three states — Florida, Mississippi and Alabama — still have elected superintendents in 2019. Two of the three consistently fall below Tennessee in K-12 school performance standards. Daily school operations should not be a popularity contest. Results should be the chief test of a school leader’s effectiveness, and a school board member unwilling to follow such standards has no place in office. This wrongheaded bill is just a backdoor step of eventually putting the director’s position back on the ballot altogether. The Legislature should reject it.

Feb. 12, 1949: Johnson City Recreation Director Howard Johnson announced that the city would again host the East Tennessee Championship Basketball Tournament at the Science Hill High School gymnasium in March. The prior year, the event attracted 44 teams from three states. Feb. 12, 1969: The Rev. Loren Young, the executive director of the Fellowship of Christian Athletes, was the speaker of the night for the Centennial Preaching Mission. Feb. 12, 1980: Retro musical group Sha Na Na played at Freedom Hall Civic Center. Feb. 12, 2010: Johnson City joined Elizabethton in opposing Genesee and Wyoming’s plans to abandon 10 miles of the East Tennessee Railway line, formerly the ET&WNC, unless a purchase agreement was reached by July 4. Johnson City's offer was still on the table to buy the railroad for conversion into a recreational trail. Today, the old line is indeed the path of the city's Tweetsie Trail between here and Elizabethton. No decision made over statements at trial

It was a long day in court for Derrick Benjamin Sells, 34, ending without a decision whether alleged statements made to another inmate will be permitted as evidence in his trail later this year. Sells is charged with the shooting deaths of Kyanna Howes Vaughn, 23, Robert Aaron Vaughn, 25, and their unborn child. The two were found dead around 7 p.m. Dec. 4, 2017, inside their mobile home on Friendship Court. According to investigators, the friend that found the bodies also found two young children left to fend for themselves inside the home. Last month, defense attorneys Steve Finney and Scott Shults filed a motion asking Criminal Court Judge Lisa Rice to throw out any statements Sells may have made to several inmates assigned to watch him after he tried to commit suicide. A full day of testimony Jan. 16 was not long enough for attorneys to present evidence in the motion hearing. Monday was not long enough either. According to an indictment, Sells’ charges are: three counts of first-degree murder; three counts of felony murder (murder in the commission of a felony); unlawful possession of a weapon; one count of especially aggravated robbery; and two counts of aggravated child abuse/neglect. The defense motion, and discussion in court Jan. 16, primarily identified Jason Greer, 41, as the individual who made the statement to Washington County Sheriff’s Investigator Herman Hagie, the one the defense wishes to suppress. Monday in court, Greer took the stand to defend his statement and motivations behind making such. His criminal history was laid out for the court to take into consideration. During this time he admitted that he had spent more of his adult life behind bars than as a free man. The defense harked on Greer’s past reputation as a “snitch.” They claim that because of his involvement with two other murder cases and past incidents, he is an “agent of the state.” The defense also executed a line of questioning that suggests Greer was sent to ask Sells questions by investigators. One investigation Greer has volunteered information for is the Rebekah Thompson death on John Exum Parkway. Two Johnson City police investigators testified in January that Greer told them he thought Isiaha Milligan, who he had been in jail with, was involved with Thompson’s death. Greer waited to be released to reveal the information out of fear of retribution. According to the officers, Greer based his accusations off behavior displayed by Milligan when news stories about Thompson were seen. Four men are charged in Thompson’s death, including Milligan. Another case that Greer has provided information for is the reported beating death of Joseph Lockner at the Washington County Detention Center. Greer testified that he saw what happened to Lockner while in court Monday. Special Agent Brian Fraley with the Tennessee Bureau of Investigation testified to Greer’s involvement in that case Monday as well. Greer maintained that from where he was in his “pod,” or cellblock, he had a clear line of sight to the incident. He testified that he saw another inmate strike Lockner and heard a “breaking” sound when he hit the ground. Lockner later died of his injuries suffered during the altercation at a Johnson City-area hospital. The defense for Sells is working to uphold a part of their motion that claims their client was treated inhumanely by being stripped of his clothing and placed directly onto suicide watch after his initial arrest in 2017. The defense maintains that the duration of his being on suicide watch, along with his state of affairs and well being, was not in keeping with principles of the justice system. Sells was stripped of his clothing, given a paper “suicide smock” and watched 24 hours a day. When he was returned to general population after his initial arrest weeks later, he did try to commit suicide, he said. Sells slit his own throat and was found in a pool of blood on Jan. 3, 2018. He was rushed to the hospital, where physicians saved his life. He was given two units of blood, according to medical records presented in court, patched up and returned to the jail less than 24 hours later. Records indicated the initial physician recommended Sells be admitted to the hospital for two days. Capt. Lowe testified that the physicians change their mind from their initial recommendations and it was not up to him, or the correctional officers, if an inmate is admitted. Sells was placed back on suicide watch after this, according to court documents from the jail. During this time period is when Greer became acquainted with Sells. He was one of the trusted inmates to watch Sells. Greer testified that in the beginning Sells was quiet when the two sat together. Then after a while he began to open up a bit to him. During the testimony Greer said that Sells admitted to being in the trailer the night of the shooting but that he did not pull the trigger. Greer said on the witness stand, “(Sells) made a comment that he was holding these charges for somebody else.” Greer maintained that he was not sent to gather information by anybody. He said that his voluntary supply of information stemmed from a need to have a clear conscience. He pleaded that he was a changed man. He repeated multiple times that he was saved in 2014 and had rededicated his life to the Lord. The court adjourned at 6 p.m. after nine hours of testimony. The defense has two more witnesses to call, and the state has concluded their witness list in the motion hearing. Judge Rice scheduled the next court date for Feb. 19, and made clear that they will move on at that time. She will also make a ruling on cell phone records at the next hearing. This case has been ongoing for 13 months and will continue for the most of this year.

PINEY FLATS - Lavonne Gentry, 81, of Piney Flats, TN, went home to be with the Lord on Monday, February 11, 2019. She had taken care of her grandsons and loved her great-grandchildren very much. Lavonne was an avid sports fan of the Tennessee Vols and the Atlanta Braves. She was a longtime member of Edgefield UMC and enjoyed going to the Story Telling in Jonesborough with her friends. She is preceded in death by her husband, Bobby Joe Gentry; her parents, Gladys Irene and Frank Earl Warren; and her sister Frankie Warren. Those left to cherish her memories include her daughter, Tammy Berry and husband Mike; grandsons, Chris Berry and wife Angie, Andy Berry and wife Lauren; great-grandchildren, Weston, Camden and Ella. The family will receive friends on Wednesday, February 13, 2019 from 5:00 to 7:00pm at Edgefield UMC, Piney Flats, TN. Funeral services will follow at 7:00pm at the church with Rev. Estel Williams officiating. Graveside services will be held on Thursday, February 14, 2019 at 10:00am at Edgefield UMC Cemetery. Pallbearers will be Chris Berry, Andy Berry, Terry Widener, John Weaver, Scotty Higgins, and Ken Brown.
